I want to know how to set up the server so that a user can store no more than 2 GB or so in his/her own profile.  And I know that will include mail.  I don't necessarily need the ibays restricted as well but for sure the user directory.

I don't believe that is a feature yet. But according to this http://www.e-smith.org/bboard//read.php?v=t&f=3&i=1047&t=1043 it is probably straightforward for a developer.
