Use Phorum software (www.phorum.org)
It´s a kind of tricky to setup but It works great!
You should read securitty info carefully, and you should be carefull about administration of database, as It is very comon to screw it up! (yes,... I did screw up my db)

Is advisable to make a good scheme of security before make any modifications, as you need some changes of user-group-permissions.
e-smith's I-bays system works great with phorum!

If you want a real news server (NNTP), you can install inn :
http://www.isc.org/products/INN/

You can find the RPMs needed on rpmfind.net :
http://rpmfind.net/linux/RPM/redhat/7.1/i386////inn-2.3.1-2.i386.html
http://rpmfind.net/linux/RPM/redhat/7.1/i386////cleanfeed-0.95.7b-10.noarch.html

It's a not easy to configure but it works fine on e-smith.
for exemple, my own news://news.grand-pa.dyndns.org is in read only access from Internet and read/write access from my LAN.
There is nothing interresting on it, but it works...  (8-D)

Try PhBB, it's very easy to install.
Used PHP/Mysql..

http://www.phpbb.com

Description: phpBB is a fast, efficient discussion board program built in PHP with a MySQL backend. Features include: posting, replying, private messages, robust themes, username/ip banning, strong encryption for storing passwords, user rankings, access control for private forums, simple yet robust translation system and much more. New in version 1.4.0: significant improvement in speed, making phpBB one of the fastest boards on the web.

The easy and cheap solution I use is Ikonboard, it is a freeware cgi script, works great and is very easy to setup...if you know how to do CGI scripts it will take you less than 10 minutes to be up and running...If you are new to CGI read the manual first and then it will take under a hour if you screw up a lot.....This is a great free setup and it is very easy to use, admin,  and set up...I have a chat room script that is CGI also I don't have the name off hand...If you want it email me or reply to this message.
