Editing webpage by regular user?

Is it possible to delegate the permissions to edit the ,main webpage to other users on the system? I'd rather not hand out the root passwd to just anybody, yet I'd like to let just anybody edit my webpage.

try empower 2001 found at
http://www.digisoft77.com/solutions/
Empower 2001 allows web site owners to manage the content on their web site with a simple data-entry style form. The software works by opening a web page on a local server, extracting the text into text field(s), collecting any changes and then re-creating the file, -- all without the use of a back-end database and it works with existing web sites
