Is there by default a mail box size and file transfer limit?

I am still looking for the answer to my question about
how to limit qmail mail box size and sending email size.

what is the default and can it be change?


I have a silly question.
when you use a browser to check your mail with imp
can the email be download to that computers like
using netscape email pop3 account.

what I am trying to figure out is how to keep the end users from taken up so much space on the server.

any ideals !
