authenticated http / ftp from the internet

I have a need to only allow authenticated http/ftp from the internet.  My ISP has advised that open servers are not allowed.

As part of of this I also need to upload files form remote sites back to my gateway PC.  I am currently using an Ibay for secure download of information but I cannot get secure upload.  Does anyone have some information on providing secure (authenticated) ftp with the ability to write files from the internet?

Due to my ISP requesting no open servers, is there anyway to password authenticate the default http site?

IDEA:  Also I have an idea for a page that would assist, I believe, a great many users.  I had an ISP that did this and it was awesome.  An authenticated HTTP page that has three fields on it, Username / Password / URL.  The URL field is for the absolute file name.  You hit the GO button and it downloads the file in URL to the local account listed in the username field.  I have been told this is simply enough...just dont know how to do it.

Any help or feedback would be appreciated.

Regards,
Scott.
