Is it possible to limit the bandwidth used by the mail server ? Maybe to half of the available bandwidth?

Recently I had to send out a newsletter in pdf format to members of a mailing list. It came ot to be around 150MB worth of mail. Our rather slow 256K pipe was rather plugged for several hours...
