how can we customize the unauthorized access webpage if the user is fail to login squid proxy for web surfing?

I think it's in the /home/e-smith/files/primary/cgi-bin/ folder...

I think the page is not stored on the server, but a local page, like this page cannot be found error page that IE sometimes displays?
