2: fopen(): URL file-access is disabled in the server configuration
(/home/e-smith/files/ibays/web/html/Enigma/Sources/PackageGet.php ln 140)

I am trying to find out what this means and how to fix it.  It is coming from a PHP/MySQL portal system.  When I try to access their "package servers" to download mods and such, I get this error message when trying to "browse" their servers.

The product us called "Enigma" by Lunabyte systems and is a port of YaBBSE forum/BB system.  Their website is: www lunabyte.com

They beleieve this message to be as a result of the SME server configuration (the URL access part...can't access an external URL from the script because that function is disabled?).  I have no clue...I just need it fixed ASAP!

When you set up the ibay did you enable PHP,CGI setting in the? Its default to disabled

Yes, I set the ibay to use PHP, CGI, etc.  I also made it accesible by entire internet with no password required.

I am running the 6B3 version of E-Smith/SME with PHP 4.3.2 and MySQL 4.0-16.

Thanks for any additional help.  I am getting really fed up with this.  I just did teh fresh install of 6b3 because 5.6 blew up on me the other day, after my PHPWebsite blew up.  If this issue cannot be resolved, I wll be forced to by a Cable router and switch to Win2k3 Server Standard and hope it runs on this PII-266..which is only twice the CPU speed of the minimum.

Have a look in /var/log/httpd/access_log and the error_log might be clue in there maybe a permissions problem? dont know need bit more info from the logs

Error log is empty.  Access log has like 5 lines concerning Server-manager access and SSL.  I don;t see anything that looks useful there.  

Do you have any idea what permisiions I may need to set and where?  I set permisiions in that directory per the documentation of Enigma/YaBB.

To test it try chmod -R 777 for the download section you was having problems with then change as per needed that permission is world excute

Permissions of 777 are very likely to create a security problem, and are almost never necessary.

In this case I think you should all take remedial reading lessons. The issue is identified very precisely in the first sentence of Derek's post at the start of the thread.
