http://myezserver.com/downloads/mitel/contrib/phpmyadmin-2.2.3/Not sure what you mean by "And a way for a user to log direct into the ibay with no access above that". Standard ftp/http access is only within that ibay.
As far as assigning services within an ibay, you can stop access via http or ftp via the server manager panel (or restrict to internal users only - or via password).
