Be carefull with quota! I try to set quota on a test server, but the server hangs at boot.
After editing /etc/fstab and add userquota (you can put groupquota) after defaults.
The partition must be in ext2.
I think you must reserve a partition for your home/e-smith/users directory. In fstab, you assign the partition to this directory with the option defaults,userquota,groupquota.
And you have some modifications to assign quota on users or groups
