Modem will not dial

Modem will not dial

The modem on my e-smith server and gateway will not dial.  It is an ISA USR 56k hardware modem set to COM4 (ttyS3).  The telephone line and the modem cable is good as I have tested both with my machine that runs the "other" OS.  Does anyone see anything below that might look screwy?

One other thing... I have not edited any configuration files or init strings.  I simply set the modem to COM4 and chose ttyS3 when running the "Configure My Server" utility.  If there are any favourite init strings or configuration parameters you would like to suggest, I'd love to hear them.  Everything else is working great!
