We had been having the same problem dealt with in this thread:

The steps outlined in that thread worked, sort of. Now, when trying to connect, the following socket error occurs:
CICS Control Socket The following Windows socket error occurred: CicsSocketDoc::Connect(): Socket connect Timeout error #10060 WSAETIMEDOUT: Connection timed out
Then, after a short time, a "time out error waiting for socket connection on port 23" pops up.
I'm not sure how to solve this; I'm also baffled as to why only certain computers have this problem to begin with, and only start manifesting it seemingly randomly. Once the problem has started, however, it persists.
