Changing directory permissions

I am adding an external drive and I have found a few instructions on how to move an ibay over. I have everything working except I can't change permission on my new directory on the external drive. I setup a symbolic link for the ibay and from my windows box it said you don't have permissions to this share. I check the directory and I noticed they are set to root so I tried to "chown" and change the permissions to admin:share and it keeps telling me the operations is not permitted. What am I missing? I am running 6.0 and I am logged in as root.
thanks

I have reformatted the usb drive to everything I know Dos, Fat32, ext2 and still can't get it to let me change permissions in directories on the drive.
