Topic: Correct way to override web greeting

The initial greeting when logging in to server-manager is in /etc/e-smith/locale/{language}/etc/e-smith/web/funtions/initial.cgi - where {language}, in my case, is en (which is aliased to en-us).  Now, here's the thing, I want to customise the greeting for my server, which is simple enough - I can just hack away at initial.cgi.  However, does this directory tree (locale/etc.../../blah) follow the normal override rules for templates and, if it does, where should I make the copy and do the changes??
