The time in one server changes the hour (not minutes).  The hardware clock is correct.  The server is setup to Caracas which does not change time.  Today the clock was 3 hours behind in 5 days.  Any idea

Are you using a network time server? You can set this on the 'Date and time' page in the server manager. I use pool.ntp.org with good results. You might try this and see what it does for you.

I try using the us.pool.ntp.org with no luck. I will try it without the us.
