Problems connecting to PPTP VPN when specifying fixed IP

I have a client with a remote office set up to connect to an SME server using PPTP VPN from the 2 PCs there (1 x WinXP, 1 x Win98).  They use a terminal emulator to access the main system (a Unix server) but in order for them to print locally, each PC must have a fixed IP address.

I can configure this in the Dial Up settings of both the XP & 98 VPN dial-up connections, but it is ignored in Win98 (!) and in Win XP I get the following error: "735 Server not configured to permit clients that request specific IP addresses or IP address in use"
I have tried a range of IP Nos & so I don't believe its the 'In use' that's the problem.  So is the SME server set to reject connections that aren't on DHCP (or can it be?).
