I am very suspicious my V7RC1 server is working way too hard for what I am asking it to do. Have been through the logs but havent found anything too useful.

Is there a suitable console command that will give me a list of all services  running and indicate what resources they are using.

Guess I am thinking along the lines of something like windows task and process manager.

Try typing "top" at the command line. I believe there is another better one called "ntop" but I haven't tried it yet.
