I have solved this.  I have tracked the issue down to the popup.js file in horde/js.  If I use the one from 3.0.9, then the permissions popup appears.  If I use the one from 3.0.10 or 3.1.1, then it doesn't.  I have asked on the kronolith list what if any vulnerabilities there are if I used the old file.  I don't think there are any, but I couldn't find any documentation on why the file needed updating in 3.0.10 and then again in 3.1.1.

So, if you want to use the old file and test, download the file horde.popup.js.txt from here - http://mirror.contribs.org/smeserver/contribs/jbennett/horde30/ - and place it in horde/js with the same owner and permissions as the old one.

I foun this in Contribs6...
I'm running SME7 and have the same problem, but I cant find the popup.js.txt in the above directory.
My rpms:
horde-3.0.10-01sme01
smeserver-kronolith-1.0-15
kronolith-h3-2.0.6-1sme02

popup.js is broke in horde-3.0.10 and fixed in 3.0.11.  I have patched the 3.0.10 RPM for 3.0.11, just waiting for it to be officially made and released for testing.  I also don't want to unofficially release it yet, until I have had a chance to test it and all of the other horde related updates I have created with what I have currently available on my contribs site.

So, for the short term, download horde 3.1.x tar file and use the popup.js from there.  It works as well.  Just make sure to change the permissions and ownership appropriately.

Hopefully sometime this week I can get around to the testing so I can release the newer rpms.

i have the same problem with kronolith and with mnemo and nag to.
When i want to add something in mnemo or nag apear: "DB Error: insufficient permissions"

and in kronolith i have no option to mod a calendar or to create one, in the day list i have for ej:

 8am+
 9am+
 10am+

but i cannot click on "+" to add something , the "+" have no link.

and when i want to create a calendar so apear: "DB Error: insufficient permissions"
