I get this from a fresh install of SME 7.0 and the mirror for 7.1 i get timeout

Read the upgrade instructions in post 2 of this thread.

It will tell you to first upgrade yum and a few related packages which will implement a system that will do fallover management and switch you between mirrors in case one is faulty or down.

It could be that the mirror you have configured in your yum settings file is down at the moment, you will have to retry later unfortunately.
