Topic: Ftp works inside but fails outside

Running 5.1 SME Server only mode and for the most part everything functions well but the FTP is bugging me.

I have everything on ftp (and the test iBays) set to public/everyone in the Remote Access and iBay properties.  Inside and outside I can see the files using the http access.  Inside the network my ancient WS_Ftp95 can login as admin or a user but not root.  Outside the firewall it will not connect at all.  Starts to handshake on port 21 but never succeeds,  I have Ports 20 and 21 open and even tried "hanging the server out in the DMZ" with no change in behavior.

Has anyone seen this?
