You need to either make your Win98 PC's members of the domain, and that will force you to log on to them with correct user name and password combination, (assuming your sme is set up as domain/workgroup controller)
OR
you can log on to each Win98 PC with a user name and password combination that is valid and set up on the sme server (under Users in server manager). You will need to delete the username.pwl files in C:\windows if you already have used an incorrect or different password for a particular user.
Then when you try to connect to ibays via Network Neighbourhood you will be granted immediate access without being asked for a password
I'm guessing that your Win2000 PC is part of the domain or you have logged on to it using the admin password that is (also) applicable to the sme server or you have already set up your user name and password on the Win 2000 PC (which is the same combination as for the sme server).
Your ibays should be owned by a Group, and your Users are then made members of the Group(s) for which they need ibay access. This is good management practice and allows you to control who has access rights to which ibays.
