Topic: need help to limit uplooading speed

hello,

i asked couples of weeks ago how to limit uploading speed
for my server, as i have only a cable connection, and i wanted to limit
my overall server uploading speed to the outside to 20k/s.

i went to see the CBQ things to change, but i didnt really
got what file to create or retouch to limit the overall speed...?

can someone help me on that one...?
