Moving this topic to the SME 7.x contribs forum, it is more appropriate there. Thanks!

Login as Admin goto privileges add user and password have database created to match username or grant privileges to the desired database.  Logout and back in as the newuser.

http://www.phpmyadmin.net/documentation/#faqmultiuser
section
4.5 Is it possible to let users create their own databases?

Starting with 2.2.5, in the user management page, you can enter a wildcard database name for a user (for example "joe%"), and put the privileges you want. For example, adding SELECT, INSERT, UPDATE, DELETE, CREATE, DROP, INDEX, ALTER would let a user create/manage his/her database(s).

open  web browser and goto https://your sme server/myadmin/

replacing "your sme server" full name or ip address of your server.

login as admin
password admin

on the next screen click on

"Privileges" in center column of screen.

Scroll down until you see  "Add a new User"

then follow the instructions above from "futureng"

Browse around and become familiar with the interface.

Create a database and assign privileges to that database to the user smeuserx you created earlier

click on the home icon in upper left corner

When on home page click on phpMyAdmin documentation in the right column.  Should find what you need here.

click on the home icon in upper left corner

Logoff  center of screen at bottom of list

 goto https://your sme server/myadmin/

or just log back in as the user you just created.

As mentioned earlier SME users and mysql users are not the same thing.
