Is there a way to create users in different directories other than USERS? In a school environment it would be nice to be able to add & delete users & home directories by graduating year. Can LAT be configured to install users into /home/e-smith/files/users/students08, /home/e-smith/files/users/students09, /home/e-smith/files/users/Staff , ect.....

How about starting the username with the year they started in? You can then (easily) remove users starting with the two digits of the starting year...
Be careful whose advice you buy, but be patient with those who supply it.
