sip.cgf can be changed in IP Devices=>sip.cfg

You should not use symbolics (such as $IP) in sip.cfg.  Aside from the fact that they won't work (some will), that is not what it's for.  It is to decribe default data common to all phones.  You can set IP addresses and other unique values in the mac.files.
