What Brand and Model of UPS are you using ?
What serial cable are you using (ie check cable plug for cable number) ?

i test in server 2003 is work ok
is com1
check cable plug for cable number ???

If will help me only cancel to install ups
is send "error UPS UPS@localhost is unavailable"
to stop send error ???
