db command admin read access to user-homes

Hi@all

can i set a db-command that every user ibay is readable to root/admin-group (755) for control against unallowed files (mp3) using smb/ftp
if a new users is added? Don't want to set chmod 755 manual.
The admin is always member of users-group called office1

/home/e-smith/files/users/user1    (member of office1)
