Topic: Recording quality better than actual call quality

I need some advice.  Is it possible for a live call to have horrible quality but the recording of the same call be 100%?

I have someone tells me that the OS removes jitter from the call for recording purposes, but only for the live call if the jitter buffer is enabled.
