Hi,
How to make Recycle Bin only accessing by Admin user,
the user can not read and deleted the recycle bin

AFAIK this is not possible. If you would like this you should suggest a New Feature Request for it in the bugtracker.

We has build network with SME 7.3 as file sharing,
and we want to control the file/document (it's about security reason).
When someone trying to deleted the files, trying to deleting the evidence, we still have the files on the recycle bin folder (with hide statues), and they can not deleted the recycle bin (except "admin").

So we knew the user who removed the files
