I've seen this issue one time: wher a user tried to change his password with the same password.. but it was more than a year ago.. changing to different one do the trick

Ensure that the new password does not contain invalid characters.
If not the case, please report this to the Bugtracker, it is most likely a Bug and it should be investigated.

Even if it is the case, report via the bug tracker. What you are seeing is a missing translation.
