How refresh SME Internet Cache

One of my internet service required to first log-on through web browser before we can use their account so for that first i log-on internet account from any windows machine.
And then i start SME server so its start sharing internet from above mention provider which work fine for me.

But some time when due to some reason such no activity internet account log-off or balance finish then if user open their browser they automatically switch on main page of provider to refill your account.

From last 3 days due to some error users are automatically redirecting to above mentioned  main page of provider to refill your account even account is refilled and also restarted SME server, Network Switches etc and finally i switched to another ISP but still some users getting same page from last ISP when they are behind SME.

So its look like error is stuck in Squid cache and i wants to clear / refesh cashe may it resole issue please also note with squid i am also using Dansguardian.

2nd i also want to see internet usages record for any specific IP, how can i get this report from SME?

    * To reload a page and bypass the cache:
          o either: Hold down both the Ctrl and Shift keys and then press R. (Alternatively, hold down the Ctrl key and then press F5.) On a Mac, use the Command key instead of Ctrl.
          o or: Hold down the Shift key and click the Reload button on the navigation toolbar.


Internet Explorer

    * To reload a page and bypass the cache:
          o either: Hold the Ctrl key, and press F5.
          o or: Hold the Ctrl key, and click the Refresh button on the Start bar.

That would be using a very big hammer. And where Internet bandwidth is paid for by the megabyte, it can be an expensive hammer.

No need to clear the whole cache - just fetch a fresh copy of the page by using the browser correctly.
