SMTP Smarthost does NOT prevent RBL block

I have been using my ips mailserver as i have a dynamic ip-address without any hassle.
Still lately mail bounces:

Remote host said: 550 5.1.1 <xxxx@gmail.com> recipient rejected 95.96.xx.xx is in RBL

config show SMTPSmartHost gives: SMTPSmartHost=smtp.upcmail.nl

But it appears that mail is send from my server's dynamic ip: 95.96.xx.xx

Has this something to do with the isp smtpserver or should I reconfiugure my e-smith smtp settings?

It suggests that your ISP's IP range that your dynamic IP is in has been listed.
Usually it gets removed after a day or two.

Usually it gets removed after a day or two.

I know, that's why I use the SMTPSmarhost option to prevent this. But the mails are not presented as coming from my ISP's mailserver, instead they appear to be sent via my server with its assigned dynamic ip. SMPTsmarthost should prevent this, I presume.

Yes, mail will be sent from that address to your ISP's mail server. If your ISP's mail server is rejecting your mail (careful reading of the bounced messages will tell you whether it is your server or their server which is generating the bounce message), then you will need to contact your ISP's support department and get them to solve that problem - but first, make sure that you are using SSL and authentication if that is what they require of their customers.

If it is gmail.com which is rejecting your message then you will need to identify the RBL and try to have your IP removed.

This likely means that your ISP's mail server is not accepting mail from your IP address. Talk to them. Show the full bounce message here if you want confirmation that that is what the problem is.

I did not recieved this from gmail after trying to send via my server using smtp smarthost:

<xxxxxxxx@gmail.com>:
213.46.255.2 does not like recipient.
Remote host said: 550 5.1.1 <xxxxxxxx@gmail.com> recipient rejected 95.96.nn.nn is in RBL
Giving up on 213.46.255.2.

The named ip address is my internet connection's ip not the isp mailserver's ip.

Still wondering why the RBL takes my ip instead of my isp's ip to query for Rbl....

Known for many years now already is that UPC does NOT allow to run your own server on their network (this is roughly the translation of the link aswell) : https://service.upc.nl/index.php?CampaignID=48&PageID=1415&cid=235&aid=532
