In the past the server I've setup have used basic workgroup

I need to change to Domain with Roaming Profiles

I've configured a Server with Windows Domain and enabled Roaming Profiles

(1) I am unable install any software whilst connected to the Domain

(2) When I try to login to a machine via Remote Desktop I get a message that says "The local policy of this system does not permit you to logon interactively" - I can however log in as ADMIN !!

How can I set access rights for users ie. power user or administrators?

I'm sure others have had similar problems .... I have seached the Forums for answers to the above but not able to find anything relevant.

Any help pointers will be appreciated

Did you think to read the Manual ?
See chapter 9, link at top of forums.
Please search before asking, an answer may already exist.

Have you joined the XP PC to the newly created SME domain?

if you have then;

Add the user to the user accounts in the control panel. Login to the PC as the administrator and then go to control panel and select user accounts, ADD, now add your user and the name of the domain. Give the user administration permissions for testing. Reboot you machine, login and you will be able to do what you want.

Sorted thanks

I did as Mary said  :-)

Added the Description of 'Domain Admin' to my groups on SME Server

This avoids having setup a user on each pc

I would also like to say thanks to Mary, I was not aware that you could set up a group with the description "Domain Admins".
