with regards to this statement:

2. Download and Install dungog-pkg-ispconnection via the 'update server' panel of the servermanager, or first install the devinfo-mitel-server-update rpm.

where can I find this "update server" panel in server manger?

I went to \[site]\server-manger  but couldn't see it.

If you haven't installed the devinfo-mitel-update-system rpm (as per the second part of the statement) you will not find it.
