Not sure what Web App you are trying to install, but I have dealt with these a lot in ecommerce apps. Are you able to reach the installation page of the web app?
Is the error happening for your MySQL setup?
The portion of your config does not list the area where the MySQL information is inserted.
Also, it seems that you are not able to reach the installer web page, so be sure that the ibay you placed it in, is accessible via a browser by setting the domain to use that ibay. At least, that is the way I understand it. If a Domain is not configured to use that IBay, then it is just a share folder. (From my limited understanding)
