Is it possible to have both smeserver-webfilter and dansguardian working concurrently on the SME server? Any chance of conflict between the two?

Not possible and unuseful. They both (squidguard and dansguardina) work with squid.
Maybe you can work on blacklist sources, using multiple ones when allowed in one software.

why? what are you trying to achieve?

Assuming I stick to smeserver-webfilter, how do I do the following:
1.  Disable proxy bypass
2.  Ensure every user logs in using individual username and password for accountability purposes.

Probably the easiest way (ie as published procedures & contrib already exist), is to stop using smeserver-webfilter (ie uninstall it), & install & configure Dansguardian.
It is all documented in the Dansguardian Contrib wiki article, link at top of Forums.

Dansguardian does the same thing as webfilter at a basic level, but Dansguardian does a whole lot more.
You could be up & running with Dansguardian in 15 - 30 minutes & probably have everything configured for user login etc within 1 hour, so no need to waste too much time playing with or thinking about how to make webfilter work.

In relation to Dungog dansguardian rpms, forget those, Dungog no longer exists & is unsupported, so just use the rpms referred to in the contribs.org Wiki article. Yes it does not have a server manager panel & requires command line configuration & tweaking, but it's typically a "set once" & forget system. After initial install you may want to tweak it a few times until right, & setup auto download of Squidguard filter files, but after that it's "set & forget".
I have been using it for years & DG works reliably. The only issue is needing to temporarily disable all dansguardian functionality on the gateway sme server  when yum updating test or other sme servers that are behind the gateway sme server (others have comnented re this annoyance also).
