No, that's not true for a src.rpm. A src.rpm file is not a program ready to run, but it is the source code ready to unpack, compile, then package up into an RPM file.

You use the patch command. You will need a linux development system to build your own kernel (complete with make, compilers, linkers, libraries etc), and you probably need more experience than you have

There are some pretty good Linux books and on-line guides, and people at your local Linux user group will probably be happy to help and advise you.
