could someone please point me in the right direction for the IMAP connection log file on the server?
Look in server manager "View log files" panel, & select from the list of many log files.
The one you want should be obvious.
Can you please test email functionality by accessing webmail on your server using a web browser, with the same user account login that you are using in Outlook 2013.
Doing that successfully will rule out the possibility that you have server problems.
Enable webmail in server manager Email panel first.
Access webmail via
https://www.yourdomain.com/webmailIf that is accessible & works OK (ie you can login, read & send email), then you most likely have a email client configuration issue &/or a bug in sme server &/or Outlook 2013/Windows 10 combination & you should report your problem on bugzilla.
