403 error trying to access forum

Hi
I'm getting a 403 access forbidden message when loading https://forums.koozali.org/index.php
I'm.on virgin media, my ip is  82.33.75.222
If I use a proxy or 4G no issues.
Does anyone know if virgin media ip addresses are blocked?
I can access chat.koozali and the main sme pages without any problems

solved. 
we had a ddos, leading to few ip blocks ban to save global access
