bad interpreter

bad interpreter

In IMP I'm trying to make the file for my local language.
When I run the xgettext.sh I get:
/tmp/mcextresQ1a: ./xgettext.sh: /bin/sh: bad interpreter: Permission denied

I'm loged in as root.
Any ideas what might be wrong??
