This may be a little off topic, but it is related to Mitel/e-smith.

What are people using to create documentation like  http://edocs.mitel.com/6000_SME_Server/6.0/6000_Tech_Handbook_En/html/index.html ?

I realize I could create the same effect in any html editor, but the format is so common that I suspect people are using a common program to generate these things.

this may be just a guess, but if I remember correctly, this is the format described in the LDP Author guide, look at http://tldp.org (the linux documentation project).  

Possibly some people use tex for this kinda formatting
