How did you upgrade? Did you use the "upgrade" option or did you back-up, install 4.0, and then restore? In both cases the password you used in version 3.1 should now be the same as 4.0.

Are you using Netscape or IE? Try removing the cache/history files or reloading the page (shift+reload in Netscape).
