If I apply the updates, then restore a backup from desktop, am I still patched?  or does it take me back to where I was when the backup is made?  How about a tape backup?

If you wish to restore from a backup, you should do a fresh instal of the OS and instal the latest updates and any other add on rpms you previously had installed.

Then restore from your backup.
The restore process will add configuration and user data to the server, not change the OS or patch level.
