Using Divvy to increase "Primary" file size?

Hi,
If anyone has some suggestions on how to go about fixing my problem I would greatly appreciate hearing them.  Please excuse me if I don't have my terminology right.  

Essentially I have an e-smith server saying that the total file size for my directory called 'Primary' (under which cgi, html etc. preside) is 30 GB, yet I have 120 GB hard drive.  the Directory called "Admin' has a similar structure and maximum file size of 30 GB.  The directory names are of course the names of users identified on the system.  I would like to increase the file size of the directory called 'Primary' but know how to do it or event the words I need to be using in my searches for help.  Are these directories considered partitions on the disk or should I be looking at a divvy table?  Does e-smith have a disk manager utility I can use to re-size the directory or partition?
