Is it possible to set samba up that anyone in the office no matter who they signed on as (even a user not in e-smith) they could access a certain samba share.  Kind of like a public share to all and anyone in the office logged in or not.

No without breaking the e-smith management system, which requires ibays to have access assigned on a group basis.  

I advise against it but read samba.conf for details on making shares publicly available..
