Title: web manager not working

I am just coming off a clean install of 4.1 Beta 3 and my web services are not working. I can work the console in text mode, but cannot hit it with the browser... any suggestions?

Please read the 4.1b3 announcement on www.e-smith.org and
report issues as specified in the announcement, after
checking the status page.
