Why you'll love mailing lists under qmail

Isn't a good idea to make a panel for the sme manager where we could create and manage mailing lists ?
I don't how to create a panel.. I don't know how to create a rpm and I dont know how to configure qmail to use mailing lists :)

Anyone interested in this ?

Humm it's for ESSG 4.1.2 and I saw I would have to install packages...
QMail does it no with no additional package no ?
