Title: throttle bandwidth by ip

I have a few users on my network who are abusing bandwidth via IRC. Is there a way to throttle back their bandwidth by slowing down inbound traffic to their ip or to the port IRC is on (6667 I believe). Any other creative solutions will be accepted. I don't think squid will work as this isn't a web problem.

CBQ/CBJ (I forget) should work.  Search this forum for details, don't limit your search to 30 days.
