Title: pop3 server port

I am a newbie and have the next problem.
My ISP has blockd all ports from 0-1024.
I want to get my mail server on an other port so that i can get my mail from the outside world. I tried to find the right conf file but did not find it.
Can somebody please help me?

Try and find a new ISP.
