Title: ADMIN MESSAGES -fetchmail etc

Im not sure whether to post this on user or development, so rathe
than rattle the dev cage, I'll try here first!

SME has lots of great features, but the 'admin email' frustrates
me.
1. Its good to route email for non-existing names at a domain somewhere.
2. Its good to get urgent problem messages sent to someone.
3. I guess warnings can go somewhere if necessary
    (but it would be nice to stop things like 'fetchmail busy':
     on a dialup link, it often happens with a couple of big
     emails coming in).

My issue is that the above 3 should not have to be the SAME
   user! A non-techo person performs 1. and shouldnt be bothered
   with 2., (and even 2. might like to dump some of the 3s if
   possible).

Can this be done, or should I post it a as possible dev issue
  (im sure someone knowing their way around well could/has
   done this).
